Speeding up the development level of China's agricultural machinery and equipment industry is an important measure to consolidate the development foundation of agricultural mechanization and assist the implementation of Rural Revitalization Strategy. Over the years, the relevant departments have worked hard to take measures to speed up the development of the agricultural machinery and equipment industry. First, we should earnestly strengthen macro guidance. In 2016, the Ministry of industry and information technology and Information Ministry and other 3 ministries and commissions issued the "action plan of agricultural machinery equipment development (2016 - 2025)", which made clear the guiding ideology, basic principles and action targets for the development of agricultural machinery industry in the next 10 years, and provided basic guidance for improving the development level of agricultural machinery equipment industry in the new period. In September 2017, the national machinery and equipment development field promotion conference was held in Xinjiang, and a comprehensive deployment of the transformation and upgrading of the agricultural machinery industry was carried out. The three year action plan for strengthening the core competitiveness of the manufacturing industry (2018 - 2020) issued by the national development and Reform Commission (2018 - 2020) (2017) (No. 2000) has listed modern agricultural machinery as one of the key areas, and made clear the task of "speeding up the development and demonstration of high-end agricultural equipment" and supporting policies. The Ministry of finance will continue to carry out the comprehensive standardization and test verification of intelligent manufacturing including agricultural machinery and equipment. The qualified agricultural machinery manufacturing enterprises can actively declare the relevant projects; the Ministry of science and Technology launched the implementation of the "13th Five-Year" national key research and development program "intelligent agricultural machine equipment" project, related to agricultural machinery manufacturing enterprises The agricultural and Rural Ministry of agriculture and rural areas, "the planning for the construction of agricultural science and technology innovation capability (2016 - 2020)", also increased the support for the construction of "modern agricultural equipment" "facilities agricultural engineering" and the construction of agricultural mechanization scientific experiment base, and actively promoted the development of agricultural machinery equipment research and development technology.

In addition, the new special transfer payment should be strictly controlled according to the requirements of "clearing and integrating special transfer payments" in the third Plenary Session of the 18th CPC Central Committee and the State Council's opinion on the reform and improvement of the central government's transfer payment system (2014) (No. 71). Therefore, all localities and related agricultural equipment manufacturing enterprises can actively support through relevant channels. Two. On the improvement of relevant tax policies

The high-end agricultural machinery and spare parts produced by our enterprises abroad can enjoy tax exemption if they are within the scope of the above-mentioned policy.

Next, the Ministry of finance will continue to promote the reform and improvement of the VAT system with the relevant departments, simplify the tax rate level, and strive to reduce the occurrence of the problem of farm machinery retention from the institutional level. At the same time, according to the relevant decisions of the State Council, it will be refunded to the advanced manufacturing industry, research and development and other modern service industries, such as advanced manufacturing industry, R & D and other modern service industry, which are not deducted from the power grid enterprises in a certain period, and will consider and study the problem of tax refund for agricultural machinery.
